御厨：もうひとつ、自衛隊のマネジメント力を象徴する話があります。震災対応のような非常事態の最中で仕事をしていると、いわゆる「働き蜂症候群」になって、みんな寝ずに仕事をし続けてしまう。特に日本の官僚はその傾向が強い。調子がどんどん悪くなっていっているのに、机から絶対に離れないと粘る人間も出てくるわけです。今回の震災の対策本部でも同じような状況が起きた。すると、自衛隊の若手が命令するわけです。「すぐに隣の仮眠室に行って寝てください」と。命令された官僚が、「私はまだ大丈夫です、頑張ります」とみんな反論する。と、自衛官が官僚たちを一喝したそうです。「大丈夫じゃない！　いま、あなたが倒れたら、次にやってくれる人がいるとは限らないんだ。非常事態だからこそ休まなきゃダメだ。今はとにかく寝て、それから戻ってきなさい」と。結局、彼の一喝で、みんなが寝たそうです。非常事態だからこそ、チームの人員は無理してはいけない。順番に仮眠室で寝て戻るサイクルをつくって、チームを動かし続けることが大切だ、ということを自衛隊は知っているわけです。うちの卒業生の官僚が「先生、自衛隊はすごいですよ」とつくづく感心していました。


池上：昔の日本軍の悪しき根性主義から一番きちんと脱却していた役所が、なんと自衛隊だったわけですね。
